Taiwan and South Korea Bear Hidden Carbon Cost of Nvidia's Chip Empire
Manufacturing partners TSMC and Samsung face unprecedented energy demands as GPU production surges, locking both nations into fossil fuel dependency

The Manufacturing Burden
While data centers in the United States draw scrutiny for their electricity consumption, the upstream environmental toll of semiconductor fabrication remains largely invisible. Nvidia's supply chain emissions have more than doubled over three years, according to Greenpeace East Asia, as the company ships GPUs at a forecast annual growth rate of 26 percent.
The bulk of that manufacturing happens in Taiwan and South Korea. TSMC, which produces most of Nvidia's processors, operates over two dozen fabrication plants across Taiwan and is planning ten additional advanced facilities. Each new generation of microchips requires more electricity, water, and industrial chemicals than its predecessor.
TSMC's planned Fab 25 near Taichung will demand at least 1 GW of continuous power, equivalent to the consumption of Taichung city itself, and approximately 100,000 tonnes of water daily. That represents roughly one-fifth of the city's total water supply. Across all its facilities, TSMC is projected to account for 24 percent of Taiwan's electricity consumption by 2030, up from just over 12 percent in 2025, according to figures from Greenpeace.
Gas Buildout in Taiwan
To meet semiconductor sector demand, Taipower is constructing 18 natural gas plants with a combined capacity of 18.2 GW, representing roughly 40 percent of Taiwan's existing generation capacity. The buildout is designed primarily to serve the semiconductor industry. Taiwan currently derives more than 80 percent of its electricity from fossil fuels.
In late May, activists from Greenpeace intercepted Nvidia CEO Jensen Huang during a visit to Taiwan, presenting him with a five-layer cake inscribed with the message "AI Needs Renewable Energy." The gesture referenced Huang's recent industry comments describing energy as the foundational layer of artificial intelligence development.
Taiwan has secured oil and gas supplies through the end of 2026, but uncertainty surrounds procurement beyond that horizon. The island imports nearly all its fossil fuel from the Persian Gulf.
South Korea's Parallel Challenge
Samsung and SK Hynix, which manufacture the majority of Nvidia's memory chips, are expanding production capacity with minimal attention to emissions, according to Greenpeace. Both companies are central to South Korea's Yongin Mega-cluster, a planned industrial complex that will become the world's largest semiconductor and AI manufacturing hub.
The Yongin project will require approximately 15 GW of electricity when fully operational, roughly one-sixth of South Korea's current total demand, and will consume water volumes comparable to half of what Seoul's 10 million residents use daily. Initial power for the cluster is slated to come from six LNG units totaling 3 GW by 2030.
South Korea, like Taiwan, relies heavily on fossil fuels and imports most of its oil and gas from the Persian Gulf. President Lee Jae-myung has called for accelerating the transition to renewable energy, but Greenpeace's energy team recently warned that rising industrial electricity demand could push the country back toward coal under the banner of energy security.
Disclosure Resistance
Ahead of Nvidia's June 24 annual meeting, shareholders submitted a proposal requesting that the company report lifecycle carbon emissions of its products after sale. Nvidia's board recommended voting against the measure, describing it as "too prescriptive."
The company has not disclosed full lifecycle emissions for its GPU products. For every USD 100 spent by U.S. AI companies, approximately USD 60 goes to Nvidia GPUs, Huang estimated in recent remarks.
Greenpeace East Asia and co-author Alistair Alexander have called on Nvidia to disclose complete lifecycle emissions and commit, alongside its Asian manufacturing partners, to producing carbon-neutral chips by 2030.
Energy Security at Risk
Both Taiwan and South Korea face what officials describe as their most severe energy crisis. While South Korean and Taiwanese authorities have emphasized energy security in recent policy statements, the semiconductor sector's expansion is accelerating fossil fuel infrastructure buildout rather than renewable capacity.
The trajectory locks both economies into long-term gas contracts and infrastructure investments that extend decades into the future, even as climate targets require rapid decarbonization. Taiwan's gas plant construction timeline runs through 2030, and South Korea's Yongin complex is designed for multi-decade operation.
The semiconductor industry's energy intensity continues to rise with each process node shrink and each new chip architecture. Advanced packaging techniques and higher transistor densities increase power consumption per wafer, compounding the sector's environmental footprint as production volumes climb.
