The freehold Tan Boon Liat Building in Singapore's Outram district has sold en bloc to a Kingsford Group subsidiary for S$950 million, pending owner approval and regulatory conditions. Cushman & Wakefield, the exclusive marketing agent, called it Singapore's likely largest collective sale transaction in 2026.
The 15-storey industrial landmark sits at the junction of Outram Road and Zion Road. Its journey to sale stretched over eighteen months and required two price cuts. The property launched in February 2025 at a S$1.15 billion reserve, drew interest but no bids, then relaunched a year later at S$1 billion. The final transaction came in 5% below that revised reserve and 17.4% under the original asking price.
The deal hinges on consent from owners holding at least 80% of share value and strata area. An extraordinary general meeting will brief stakeholders on terms.
Rezoning Unlocks Density
The Urban Redevelopment Authority completed an eight-month study and advised rezoning the site from "Business 1" with a 3.1 plot ratio to "Residential with Commercial on the first storey" at 4.9 plot ratio. That change lifts allowable gross floor area by 50%.
Christina Sim, senior director of capital markets at Cushman & Wakefield, said the rezoning decision followed URA's intent to inject more residential supply into the precinct. The planning shift unlocks significant value for owners, she noted.
Authorities also advised alienating approximately 1,365 square metres of remnant state land parcels for amalgamation with the site, subject to final survey. The approved configuration supports up to 1,500 square metres of commercial space on the ground floor and twin residential towers reaching 48 storeys.
Stamp Duty Reprieve
Because the site currently carries "Business 1" zoning, the developer avoids the 40% additional buyer's stamp duty levied on residential land acquisitions, which includes a non-remittable 5% component. That exemption improves project economics for Kingsford Group.
The sale requires Strata Titles Board approval before completion.
Strong Demand in Havelock Corridor
Recent launches in the Havelock vicinity signal robust appetite. Zyon Grand, a 99-year leasehold project that opened sales in 2025, has moved 90% of units. Promenade Peak, also 99-year leasehold and launched the same year, sold 70% of inventory. Both developments sit within walking distance of the Tan Boon Liat site.
The Outram and Havelock belt benefits from proximity to the central business district, Great World City retail hub, and multiple mass rapid transit stations. Developers view the area as undersupplied relative to demand from upgraders and expatriate professionals.
Collective sales in Singapore slowed after 2018 as cooling measures and higher stamp duties compressed margins. The Tan Boon Liat transaction suggests that sites with clear rezoning upside and freehold tenure can still command institutional interest, provided vendors adjust expectations to current market realities.
Kingsford Group, a private developer active in residential and mixed-use projects, has not disclosed its development timeline or branding for the site. Industry observers expect the group to file detailed plans within twelve months if owner approval proceeds smoothly.
