Three of the Philippines' largest telecommunications providers have agreed to jointly finance and build a $500 million undersea fiber cable system that will connect the entire archipelago, eliminating the need for government capital in what marks the country's most ambitious broadband infrastructure project to date.
PLDT Inc., Globe Telecom Inc. and Converge ICT Solutions Inc. are shouldering the full cost of the network, which will run from Batanes in the far north through Palawan and onward to the Visayas and Mindanao regions, according to Information Secretary Henry Aguda. The design includes a loopback for redundancy, ensuring service continuity if any segment fails.
The project aims to extend fiber connectivity to the most remote municipalities across the 7,600-island nation. Construction must begin within 2026 to meet the optimistic 2028 completion target, Aguda said. The Department of Information and Communications Technology has held at least two coordination meetings with the three carriers.
Dual-Use Cable with Defense Applications
The cable system will incorporate a digital acoustic system embedded within the fiber infrastructure, enabling real-time monitoring of subsea activity. This dual-use design allows the Philippine Institute of Volcanology and Seismology to detect seismic events and issue early warnings for earthquakes and tsunamis.
The Department of National Defense will have access to the acoustic data to track vessel movements within Philippine territorial waters. Aguda noted that the system could support efforts to counter unauthorized incursions, a persistent challenge in contested areas of the South China Sea.
The acoustic layer represents a rare instance of private telecommunications infrastructure being designed from the outset to serve national security and disaster resilience functions, reducing the need for separate government-funded sensor networks.
Bridging the Digital Divide
The primary driver for the project remains the stark connectivity gap between Luzon and the southern regions. As of 2024, just 48.8 percent of Filipino households had home internet access, according to the Philippine Statistics Authority. In Zamboanga Peninsula, penetration stood at only 21.2 percent, while the Bangsamoro region recorded 27.7 percent.
The new cable will provide the backbone capacity needed to support last-mile deployments in underserved areas, where the cost of backhaul has historically deterred investment. By pooling resources, the three carriers avoid redundant capital expenditure and can reach commercially marginal markets that no single operator would serve alone.
The arrangement also sidesteps the regulatory and budgetary delays that have slowed past government-led infrastructure initiatives. The telcos retain operational control while delivering a public good, a model that could inform future infrastructure partnerships across Southeast Asia.
Regulatory Coordination Ahead
Because the cable serves disaster management and defense purposes, the DICT will convene regulators from multiple agencies to coordinate permits and operational protocols. The involvement of national security stakeholders adds layers of approval but also unlocks potential co-investment or expedited clearances.
The timeline is tight. Site surveys, environmental assessments, cable procurement and marine construction typically require 24 to 30 months for projects of this scale. Meeting the 2028 target will require parallel workstreams and close coordination with local governments in coastal areas where landing stations will be built.
If completed on schedule, the cable will position the Philippines alongside Indonesia and Malaysia in deploying large-scale domestic subsea fiber networks funded primarily by private capital. The acoustic monitoring feature, however, is unusual and may attract interest from other island nations facing similar security and disaster risks.
