Laos Hydropower Faces Solar and Wind Competition as Regional Grid Expands
The nation's US$2.6 billion electricity export industry confronts a shifting landscape as neighbours diversify energy sources and cross-border transmission reshapes Southeast Asian power markets.

The Shifting Export Model
Laos generates roughly 80 per cent of its electricity for export, primarily hydropower sold to Thailand, Vietnam, Cambodia, Malaysia and Singapore. Annual revenue from these sales reaches approximately US$2.6 billion, a critical income stream for one of mainland Southeast Asia's poorest economies. Yet the model that emerged in the 1990s after foreign capital flowed into dam construction now faces structural pressure from non-hydro renewables and evolving regional transmission infrastructure.
Thailand remains the largest buyer and investor in Lao hydropower, anchoring projects through power purchase agreements. The 1.3 GW Xayaburi Dam, which began operations in 2019, was the first mainstream Mekong facility in Laos and sparked controversy over fisheries, sediment flows and hydropeaking effects on riparian ecosystems. A 1.5 GW facility near Luang Prabang, scheduled for 2030, has drawn concern from experts who warn it may jeopardise the site's Unesco World Heritage status.
Despite its stakes in Lao dams, Thailand announced in September 2026 a target to install 5 GW of rooftop solar within one year, driven by volatility in liquefied natural gas prices following the Strait of Hormuz crisis. The draft Power Development Plan 2026 allocates nearly half of new renewable capacity between 2026 and 2037, totalling roughly 51 GW, to solar.
Vietnam's Accelerating Demand
Vietnam's electricity consumption hit 1 billion kilowatt-hours in March 2026, months ahead of previous dry-season peaks, and climbed to 1.1 billion kWh by May. Manufacturing expansion has driven the surge, prompting authorities to increase imports from Laos and China. First-quarter 2026 energy imports from Laos rose nearly 120 per cent year-on-year.
In 2025 Vietnam imported approximately 1.5 GW from Laos. The revised Power Development Plan released that year raises the 2030 import target to at least 8 GW, up from 5 GW in the 2023 version. Transmission projects include a 75-kilometre line linking the Nam Nha hydropower complex in Houaphanh province to the Vietnam border.
Wind is claiming a larger share. Monsoon, Southeast Asia's first cross-border wind project, began delivering 600 MW from Sekong and Attapeu provinces in late 2025 via a 500-kV line. Copenhagen Infrastructure Partners and Vietnamese developer Fecon have proposed a 1 GW onshore wind facility in Savannakhet province targeting Vietnam's industrial zones. Vietnam's revised PDP lifts the 2030 target for solar, wind and biomass from around 43 GW to at least 75 GW.
Cambodia and the Regional Grid Vision
Cambodia's energy demand grew approximately 14 per cent in 2025, outpacing supply in cities such as Phnom Penh and Sihanoukville. The country imports around 200 MW from the Don Sahong dam in Laos, a project criticised for impacts on fisheries and the endangered Irrawaddy dolphin. In 2020 Cambodia imposed a ten-year moratorium on new mainstream Mekong dams, citing the need for diversification.
The 2022 Power Development Plan projects imports from Laos will reach roughly 3 GW by 2030 and hold steady through 2040. Longer-term ambitions hinge on the Association of Southeast Asian Nations power grid, an initiative dating to 1997 that aims to interconnect all member states. In May 2026 the Asean Centre for Energy, Electricité du Cambodge and Electricité du Laos signed a joint study framework covering technical, economic and preliminary environmental assessments for future cross-border links.
Laos and Cambodia took a step forward in 2023 with a 500-kV line connecting a substation in Champasak province to the Cambodian border.
Malaysia, Singapore and Multidirectional Trade
The Laos-Thailand-Malaysia-Singapore Power Integration Project, launched in 2022, marked the first multilateral electricity trade across four Asean countries. Singapore began importing 100 MW of Lao hydropower that year, routed through Thailand as the wheeling country. Phase two, initiated in January 2026, doubled tradable capacity to 200 MW and introduced multidirectional flows, with Singapore importing the additional 100 MW from Malaysia.
Imported hydropower supports Singapore's climate targets, though observers note that carbon accounting alone does not capture the ecological costs of Mekong dams. A separate undersea connection from Sarawak in Malaysian Borneo to Singapore is expected to complete some engineering design studies by the end of 2026, with an estimated 1 GW transmission capacity around 2035.
China's Infrastructure Footprint
A cross-border transmission line linking China and Laos began operations in April 2026, opening China's domestic market to Lao renewable generators. Chinese involvement spans two decades and includes ownership stakes, loans and construction across mainstream Mekong projects. The Pak Beng and Sanakham dams, each costing at least US$2 billion, are majority-owned by Chinese firms. Other facilities such as Don Sahong and Pak Lay involve Chinese infrastructure developers.
Chinese companies have also built the Nam Ou hydropower cascade on Mekong tributaries and the 1 GW Oudomxay Solar Farm, Southeast Asia's largest. In 2025 state-owned PowerChina sued Electricité du Laos for US$555 million in unpaid dues related to the Nam Ou project, according to Reuters.
What Comes Next
Additional mainstream Mekong hydropower dams remain in the pipeline even as neighbours accelerate solar and wind deployment. The interplay between legacy hydropower contracts, emerging renewable capacity and the phased rollout of the Asean power grid will determine whether Laos retains its "battery" role or sees that function distributed across a more diverse regional energy mix.
